Arranging books by particular genres can make the users to find the books easily

Hang a board saying that "PLEASE MAINTAIN SILENCE" so that it will be comfortable for everyone

There can also be a room with some peaceful music for the people who like reading with the peaceful music in the background

And also it will be better if the walls of the music room shouldn't be passing sound outside because it may disturb others
