and the wire through which the flow of electron is prohibited and is said to be wire carrying no current

Suggest one way of discriminating a wire carrying current from a wire not Carring current?
A current carrying wire will produce a deflection in needle as it poses a magnetic field.
Whereas, no current carrying wire will not produce any deflection in needle as it do not poses magnetic field.
