Indiana and Illinois are among 29 states where loopholes in laws allow for accidental pollution emissions that exceed the federal Clean Air Act, according to an environmental advocacy group.

The Environmental Integrity Project, which released its findings Wednesday, said federal and state environmental agencies are not doing enough to enforce laws which call for the reduction of air pollution from industrial facilities. The group said when malfunctions or equipment breakdowns occur, most industrial sites are allowed to continue normal operations despite violations of environmental laws.

Kelly Haragan, Counsel for the Environmental Integrity Project, said the high pollution levels leave the population susceptible to hazardous emissions which can lead to health problems.
