First, you’ve got to get the first practical strategy out of the way; finding a convincing justification for what you’re doing. I don’t think ‘developing a sense of social responsibility’ is going to cut it.

First off, you’re assuming ‘social responsibility’ exists. Think about it…the ‘original’ approach to doing that was having public school classes start the day with the Pledge of Allegiance. That recognized the nation, our society, symbolized by the flag, as important and to be prized, membership in that community something special, and recognized an obligation of loyalty to it.

Now consider the wide-spread public opposition to have kids say the Pledge of Allegiance. And you want to make them actually do work?

Let’s also remember a lot of these kids will grow up and move away, so they’re not in their ultimate communities. Any many people don’t engage with neighbors much, so for some people ‘community’ amounts to being surrounded by strangers.
