Two measures are as follows :
1: usually, non farming activities require a large amount of capital. So there should be the availability of loan at lower interest rate. So it might be helpful for poor farmers.
2: there should be a better transport and road facilities. And availability of raw material at low cost from the cities with the proper transport supply.
