A jailbird - anyone under custody, prison and with no liberty to walk freely.
In the poem, it refers to the bird which is in prison and aspires for freedom.

Birds usually fly freely in the nature..
there are no limits for a bird it can fly any where it can as it is gifted by the god .
but when we talk of a jailed bird it mean he is no more enjoying freedom . he is behind the bars. He looses his freedom.

on other word it can be used for a person who is dancing on some one elses tune like a slave
