Sulfur is not soluble in water and CS2 isn't very soluble at all. CS2 is a nonpolar liquid and not miscible with water. The CS2 that does not dissolve in water will form a separate layer below water since it is more dense. Solid sulfur particles can be suspended in water and therefore would exhibit the Tyndall effect.
