The poem is about a man from Petushkee who is completely muddleheaded. Things around him appear to be topsy turvy as he always does the work opposite from what is expected. For instance, He wears his mittens on toes and ties his tie around his waist. He takes a carriage to reach his destination and falls asleep. Later, he realises that he did not reach anywhere. Instead, he remained in Petushkee only. He feels that this is not a way to treat any man
