The poem is a contrust of the tiger in its natural habitat i. e, jungle and its confined life in a concrete cell or solid cell/cage. The poet said that if the tiger was in jungle it would show its rage by roaring in the edge of the jungle or might have terrorized the villagers by bearing its white fangs/teeth. But as he is power being confined within the solid cell he does not show any sort of excitement to the viewers. It hears the sound of the patrolling cars and stare at the brilliant stars / bright shining stars with its bright eyes.
