It is tough for submerged aquatic plants as there won’t be adequate sunlight.

The amount of energy that is consumed by a normal plant is very less when compared to the amount of energy consumed by underwater plants.

Some of the plants have a special built-in structure which aids in the photosynthesis process even in the absence of light.

Answer:

Aquatic plants require special adaptations for living submerged in water, or at the water's surface. The most common adaptation is aerenchyma, but floating leaves and finely dissected leaves are also common.[6][7][8] Aquatic plants can only grow in water or in soil that is permanently saturated with water.
