Suppoes the government of Sikkim plans to introduce new textbooks in it,'s school. But the union government does not like the style and the content of the new textbooks. In that case, does the state government need to take permission from the union government before these textbooks can be launched?

Education comes under the concurrent list (in India) . This means that the Union Government and State Government both can make laws based on the subjects in this list but the decision of the Union Government will be final in case of a dispute.Thus Union Government has a special power to influence/force the State Government to work accordingly. Thus The State Government needs the permission of the Union Government before the textbooks can be launched.
