No we cannot see in the dark room because there is no light in dark room but when we go outside the room we can see due to light because light helps us to see object around us

We are able to see things around us due to reflection of light from objects. Since in a dark room there is no light itself, we cannot see objects in the dark. But when we go outside the room we have a source of light which can be anything like the sun,bulb etc. Due to these light sourced diffused reflection takes place and you are able to see objects outside.


Diffused reflection spreads out light over a large area( just for your knowledge)
