Dimension of the room:

According to the National Occupancy Standard, or the department of community medicine, the number of persons per room is determined by the floor area of the room. If the area is very small, a person should be one. But no room below 60 sq ft is habitable. And even if the room is large enough, the maximum occupancy of the room must not be more than 6.

These are the calculations for habitable situations. In the case of the normal stacking, we can simply divide the floor area of the room by average floor area required by each person to determine the number of persons.
