In my opinion the farmer should pay only half the amount .,because when ever the farmer is in trouble this is not the correct way to ask him to pay total amount .

and my opinion be like :

the farmer should pay the half amount this year and half the next year because it is very difficult for the farmer to pay total money in loss at a time so paying the half helps him so much .

so paying half is correct .
