It would be a solution because it dissolved in the water obviously turning it blue .water dissolves so many solutions that it is often called the "universal solvent".

Answer:

Its A suspension bcoz unlikely the sugar - water solution, the particles of food colouring has not take place between the the particles of solvent , thus blue colour is visible.
