The statement that "Surviving is the everyone's responsibility" suggests that every citizen of the country must work together in order to overcome the atrocities of the natural disaster.

The statement says that it is not only the responsibility of the state/government to overcome the natural disaster.

Disaster management is the responsibility of the government but everyone must put their personal effort to get over the atrocities like offer food, clothing, resources and shelter to the affectees.

Answer:

Surviving disasters is everyone’s responsibility. This can be said as it is not solely the responsibility of the authorities to take control of the situation. Today in case of any disaster NGOs and the local people actively participate to bring things back to normal as soon as possible. People try to provide food, water, shelter and medical aid to the victims. Government and non-government organisations try to rescue people and provide basic facilities too.
