It is an Intransitive verb because it does not have an object. The subject is 'Susan'. The main verb is 'was crying'.
Ask : Susan was crying what? No answer.
Susan was crying whom? No answer.
Therefore, it has no object and is an Intransitive verb.
( In Intransitive there is VIP- Verbs Of Incomplete Predication but this sentence makes complete sense without the predicate so it is not VIP.)
