See the figure. I always visualise them as sets. All the circles are sets.

Since, only some tufts are combs, I have represented them as two sets with a small overlapping region.

Since, all crests are combs, the whole set of combs cover the set of crests.

Since, all crests are hair- users, the whole set of hair users cover the set of combs.

Now, you have to analyse which of the conclusions are correct.

I) Some combs are tufts? Is it? Lets see.
You can see there is an overlap between the set of tufts and combs. That means that this conclusion is correct.

II) Some tufts are hair users? Is it so?
You can see that the set of tufts and hair users do not overlap. Hence the conclusion is false or incorrect.

III) Some hair user are combs? Is it so?
You can see that we have an overlapping region for the sets of hair users and combs. Hence, this conclusion is also correct.

So, according to the options, option c) is correct.
