Depending on the other cell used, it can turn H +  ions into hydrogen gas, or it can turn hydrogen gas into H+   ions. It acts as cathode if the other cell is less reduction potential than Hydrogen and can act as anode if the other cell is more reduction potential than Hydrogen.Since it can act both anode as well as cathode, it is called a reversible electrode.
