When we take a Metal iron and clean the surface of the nail with sand paper it appears shiny because when we rub the sand paper on any object which would be having rust , it will clear the layer of dust from it resulting in shining the object.

This is because the metal may be left exposed in the atmosphere which led to the formation of a thin layer of salt compounds. But when cleaned with sand paper, the layer removes which leads to the exposure of the part behind the layer – that is the lustrous part.
