the main reason is common reason that they not complete their home work, that they are afraid to teachers etc.

First and the most common thing in India:

POVERTY.

Majority of children don't go to school as they're poverty stricken.

Second, some of them doesn't like studying due to the Indian System of Education (I hate our system too).

And yea, most illiterate parents don't allow girls to go to high school (I don't think it is continuing now...?).
