It is the odor of Hydrogen Sulphide gas.
Hydrogen Sulphide creates a rotten egg smell. This gas is produced by different types of bacteria in water.
And this is triggered due to temperature changes in the tap after a rain. Also, it is very poisonous, and flammable.

Some times water supplied by Municipal water Board smells due to following reasons:
1. It could be due to Hydrogen gas which smells like strong and unpleasant rotten eggs.
Hydrogen suplhide gas may occur naturally in ground water or due to chemical reactions with sulphur containing minerals in soil and rock .
2. The presence of smell indicates high levels of pollution or chemicals.
3. Hydrogen sulphide gas is not considered harmful to humans because the taste and odour is so unpleasant at low levels that taste and smell would prohibit people from drinking it.
4. Hydrogen sulphide gas may turn yellow or black stains on kitchen and bathroom tiles.
5. It tarnishes silver articles.
