Sounds like a question someone would be asked in an interview.
Well, I guess mutual discussion and stressing on the benefit of the patient is the key to deal with the conflict.

What kind of licence are we talking about here?
In case we are referring to driving licence… Skill is what matters, licence is a requirement by law but it does not necessarily define ones skills.
In case we are referring to a licence to own a gun… I guess every scenario it would be the same as above.
On a serious note, resolving a conflict irrespective of licensed or unlicensed personnel depends entirely on the maturity of either of the parties. I read a quote which seems perfect for your question… “In a conflict, at least one party must act mature”.

The fake police officer
Rakesh was a man working for a financial services company. He used to park his car in a open road. One day, he saw a person sticking a sticker on his car.
He approached the person and asked him who he was. He told himself to be a police officer. He demanded a fine of rupees 1000 .Rakesh became suspicious and asked him for his ID. The man could not provide his ID. Rakesh saw a policeman walking nearby. He called him over.
Rakesh came to know that the person was a fake policeman. He lodged a complaint against him. He was happy that he escaped a major fraud.
