1st question answer is simply no coz speed depends on magnitude and velocity on both magnitude of speed and direction .
2nd if two objects have same velocity then there isnot any relative motion between them.
3rd they are relative as if any object whether in state of state or motion is said on the basis to the reference for ex if any boy is sitting beside you then he may appear to you in rest but if any body from another planet(not joking) sees you then for them you may seem to be in motion
