There are several definition of humidity. Relative humidity is probably the one that is usually meant. Here’s a link about humidity. Notice that warm air can hold more water than cold air, but if the air is dry even warm air can have low humidity:

Humidity refers to the vapor pressure of water in the air. It is not related to the air pressure.
