The volume of hemisphere is given by

 \:  \:  \:  \:  \:  \:  \:  \: v \:  \:  =  \frac{2}{3} \pi {r}^{3}

here, r -- radius of hemisphere

diameter of hemisphere = 3 meter
so radius = 3/2 meter

now putting the values we have the volume of hemisphere is

V = (2/3) × (22/7) × (3/2)^3

V = 99/7

but we are to empty half of the tank so

V = 99/7×2

V = 99/14 cubic meter

 \:  \:  \: 1 \:  {meter}^{3}  = \: 1000 \: litre
so
V = 99000/14 litre


it is emptied with the rate of 25/7 litre per second


time \: taken \:  =  \frac{99000}{14 \times  \frac{25}{7} }

= 1980 seconds
= 33 minutes
