No I don't agree because tertiary sector is also known as service sector and for service we need good transportation facilities and if tertiary sector is implemented then good transportation will occur and it is a development for the country.

I do not agree with this statement because

1. Tertiary sector provides services to other sectors

2.Tertiary sector contributes 54.77% to GDP

3.Tertiary sector employs approximately 23% of the population

4.It promotes and supports agricultural sector on which most of our economy depends upon by providing facilities like transport, storage etc.  

5.GDP share of the tertiary sector has grown from around 40% in 1973 to more than 50% in 2003.
