if a solution is having less than pH value 07-00 then it is acidic.
And if a solution is having it's pH value more than 07-14 then it is basic in nature.
And if a solution is having it's pH value more than 07-14 then it is basic in nature.

pH - 7 neutral pH (e.g) water
pH 0 - 6.9 acidic pH (e.g) citric acid in lemon
pH 7.1 - 14 alkaline pH (e.g) detergents, soap, etc
red or orange color - acidic
no color change - neutral
blue or dark blue - alkaline
put the pH paper in the solution or semi solid..the color of the pH paper should change according to the solution's pH.
