  • Resource Planning is widely accepted strategy for judicious use of resources.

  • It has importance in India because India has enormous diversity in resources and to have a balanced development everywhere resource planning is very important.

  • There are three steps that help in resource planning majorly in India :
  1. Identification of resources which involves surveying, mapping and qualitative and quantitative estimation and measurement of resources.(In short identification,surveying and estimation)
  2. Economical and technological evolution in which planning with appropriate technology, skill and institutional setup is done for implementing developmental plans.(In short making plans)
  3. Matching resource development plan with overall National Development plans.(In short matching with national development)

  • India made efforts to achieve it just after independence by launching first five year plan.

Let us see how India has enormous diversity in India :-

  • Some places rich in certain resources and some place deficient in some resources.
  • Jharkhand, Chhattisgarh and Madhya Pradesh are rich in Minerals and coal deposits.
  • Arunachal Pradesh has abundance of water but lack infrastructural development.
  • Rajasthan and Gujarat have well endowed solar and wind energy but lack water resources.
  • Ladakh has rich cultural heritage but lack in water, infrastructure and some vital minerals.
  • This is the reason we need resource planning to have balance development at National, state, regional and local levels.

A resource is a source or supply from which a benefit is produced and that has some utility. Resources can broadly be classified upon their availability — they are classified into renewable and non-renewable resources. Examples of non renewable resources are coal, crude oil etc. Examples of renewable resources are air, water, natural gas, wind, solar energy, etc. They can also be classified as actual and potential on the basis of level of development and use, on the basis of origin they can be classified as biotic and abiotic, and on the basis of their distribution, as ubiquitous and localized (private resources, community-owned resources, natural resources, international resources). An item becomes a resource with time and developing technology. Typically, resources are materials, energy, services, staff, knowledge, or other assets that are transformed to produce benefit and in the process may be consumed or made unavailable. Benefits of resource utilization may include increased wealth, proper functioning of a system, or enhanced well-being. From a human perspective, a natural resource is anything obtained from the environment to satisfy human needs and wants.[1] From a broader biological or ecological perspective, a resource satisfies the needs of a living organism (see biological resource).[2]

The concept of resources has been developed across many established areas of work, in economics, biology and ecology, computer science, management, and human resources for example - linked to the concepts of competition, sustainability, conservation, and stewardship. In application within human society, commercial or non-commercial factors require resource allocation through resource management.
