Metals have a tendency to give away their valence electron/s and become a positive ion. This is primarily due to combination of two factors, one, the positive charge of nucleus and shielding and penetrating power of atomic orbitals. If the nucleus has less control on the valence electrons, electrons easily get released from the atom.
On the other hand if the nucleus has more control on the valence electrons, they attract the cloud towards itself. The atom gets smaller but the range of electrostatic force of the nucleus remains same. So whenever such power-mongering atom is in covalent bond with another atom, the nucleus attracts the shared electron cloud towards itself, so they easily get ionized to become a negative ion. This is the opposite property of metals. So these are termed as non-metals.
