When a height is safe to jump, we mean the final velocity in which we got the ground is not sufficient to break our bones. So to calculate corresponding height, we equate final velocities.

V=V ( final velocities)
V^2=V^2 ( squaring on both sides)- equation 1

Given:
u is 0 (initial velocity with which we jump)
wkt v^2=2as - u^2

now substitute values in equation 1
2 x 9.8 x 3 - 0= 2 x 19.6 x S - 0
58.8= 39.2(S)
S= 1.5 m

Hope that helps.
