In electrolysis of water both the elements of water get separated. The positive atoms go towards cathode and negative go towards anode.
As, we know that Hydrogen and oxygen are present in 2:1 ratio in water, we can say that for every 2 hydrogen, one oxygen is evolved.
Hydrogen will go towards cathode and oxygen will be at anode. According to ratio when 2 hydrogen are collected, only one oxygen is collected. Therefore, we can say that hydrogen is double of oxygen. So, gas collected in one of the test tubes is double the amount of the gas collected in another test tube.

Thanks.
