Troposhepere is the layer that has the maximum amount of moisture.
There are two reason for this:
1 - This is the higher most layer that has moisture and above which water does not exist.
2 - In this layer, capacity to hold water content rise with each 11 degree celsius rise in temp. Thus as we move higher in the layer, temp rise and thus water content capacity also rise which also adds to the highest moisture content capacity.

The Earth's Atomsphere is divided into 7 different layers all with their own different properties and features. Troposphere is the first part of this layer, and at it's highest depth, touches the earth's surface to approx. 20 km above the surface.
