Not every plant grows from a seed. Some plants, like ferns and mosses, growfrom spores. Other plants use asexual vegetative reproduction and grow new plants from rhizomes or tubers.

Even though a plant produces a large number of seeds, only few of them grow into new plants. This generally happens because not every seed gets adequate/ required/ needed amount of water, minerals, sunlight and space for growth and development. Like if seeds are in competition with other plant seeds they will not be able to grow properly. That's the main (and only) reason behind the fact that a plant produces many seeds but only few grow into new ones
