area of cross section of pipe           a = 3.5 Cm Sq

Rate of flow of water                        r = 40cm/s

we can understand that
in 1 sec     rate of flow of water  = 40 Cm
thus,          in 60 sec        rate = 40*60 = 2400 Cm

Actual rate can be calculated by dividing the area of cross section of pipe
thus flow rate in one min = 2400 / 3.5
                                                                              = 685.714 Cm
