then to find diameter =  diameter of the circle is half of the side

⇒ 98/2 = 49cm

Radius = 49/2 = 24.5cm

circumference= 2*\pi *r\\\\\implies 2*\dfrac{22}{7}*24.5cm\\\\\implies \dfrac{1078}{7}\\\\\implies 154cm

Circumference of the circle is 154cm
