 \frac{ \sqrt{3} }{4}  \times  {a}^{2}  = 2 \sqrt{3}
 \frac{ {a}^{2} }{4}  = 2
 {a}^{2}  = 8

a =  \sqrt{8}
perimeter of triangle=3a
semi-perimeter of triangle=3a/2

semi-perimeter of given circle=
 \frac{3 \sqrt{8} }{2}
=>
 \frac{3 \times 2 \times  \sqrt{2} }{2}
=>
3 \sqrt{2}
