Area of Trapezium,

 \frac{1}{2} \times (sum \: of \: parallel \: sides) \times height

Now, putting given values,

 \frac{1}{2} \times( sum \: of \: parallel \: sides) \times 3 = 12 \\ sum \: of \: parallel \: sides = \frac{12 \times 2}{3} \\ sum \: of \: parallel \: sides = 8 \: cm
