Atmospheric pressure at sea level is the result of the force of gravity on the matter above sea level (the atmospheric gases). The amount of matter is not constant due to the height and density of the atmosphere (mostly due to temperature and water content/humidity).That's why atmospheric pressure is highest at sea level.
