Let the nos. be p,q,r and s.

ATQ,

p+q+r/3 = 2s

p+q+r = 3*2s = 6s                       -(1)

Then,

p+q+r+s/4 = 28

6s+s/4 = 28                                (From (1))

7s/4 = 28

s = 28*4/7

s = 16

Hence, the fourth number is 16
