Let the number of non technicians be x.

Since their average salary is 1250,the sum of their salaries is :

1250 × x = 1250x

The number of technicians is 150.

Their average salary is 4000:

Their total salary is :

4000 × 150 = 600000

The total workers are : x + 150

Since the average salary for these workers is 2000, their total salary is :

2000(x + 150) = 2000x + 300000

Total salary of the workers = total salary of technicians + total salary of non technicians

This equals to :

1250x + 600000

we equate the two as follows :

1250x + 600000 = 2000x +300000

2000x - 1250x = 6000000 - 300000

750x = 300000

x = 300000/750

= 400

The total number of workers is :

400 + 150 = 550 workers
