any legal change must carefully look at what results it will have on politics. sometimes the results may be counter productive. for example: many states have banned people having more than two children from contesting panjayat elections. this has resulted in the denial of democratic oppurtunity of many poor and the women. laws that seek to ban something is not successful in politics. laws that give political actors incentives to do something good have more chances of working. therfore the best laws are those that empower the people to carry out the democratic reforms. the right to information act is a good example of a law that empowers the people to find out what is happening in government.
