The gas which turns lime water Milky is Carbon Dioxide. Hence Carbon is present in the Black electrode of the dry cell. This carbon when strongly heated in the presence of oxygen, it get oxidised to form Carbon Dioxide.
Reaction involved is ;
C + O2 --> CO2
This element that is Carbon cannot form ionic compounds, as it can't gain or lose 4 electrons to became an anion or cation which are highly unstable.
