The temperate zone is that part of the planet which has climate not too hot, and not too cold, that is moderate. Hence, providing a very suitable environment for biological cycles(you will find most of the rainforests in this zone) and other biochemical cycle.
All biological products and objects are primarily made of carbon, hence the effect on biological processes will also affect the carbon cycle. Since the temperate zone is most suitable zone for the most of the biological and biochemical processes, hence the carbon cycle is more effective in the temperate zone than any other zone.
