In haploid organsisms gametes form by mitosis and diploid organsisms do meiosis for formation of gametes , in haploid organsisms meiosis happens to maintain haplontic life cycle it does meiosis after fertilisation
SO GAMETS formation is not same in different organism

The differentiation of cells leads to the formation of gamete, the heterogametic species generate both male and female gametes. In plants, Monera, algae, fungi, and bryophytes, the gametes are haploid in the body of a plant, however, it may originate either as diploid or haploid.  

The haploid gametes are generated by mitotic division. While the organisms like gymnosperms, pteridophytes, angiosperms, and animals comprising human beings, exhibit diploid parental body, they go through reductional division, to generate haploid gametes.
