P.K Thungon was The chairman of the parliamentary consultative committee which recommended that panchayats be conferred a constitutional status.  The committee was known as the LM Singhvi committee set up by the Rajiv Gandhi government.  The main objective of this committee was to ensure constitutional protection to working of the panchayats.  Free and fair elections to the panchayat bodies was an important recommendation.
