If it is red litmus paper then it will turn to blue, but if it is blue it will remain blue

When magnesium oxide reacts with water it forms magnesium hydroxide is formed in that reaction..
but its not diluted it's aqueous
Since magnesium oxide accepts proton H+ ions therfore it is a base.
