9 x = M + 2     where M = number of members and x number of rows

25 y = M + 2      where y = number of rows with 25 in row

So 9 x = 25 y

So  9 * 25 = M - 2   and M = 227

and 25 * 9 = M - 2   and M = 227

You can have 9 rows of 25 with 2 left over

or 25 rows of 9 with 2 left over

Since 9 / 25 is in simplest form that must be the least number of children
