According to the question
Circumference = Diameter + 16.8 cm

So,
2πr = 2r + 16.8 cm
2r(π - 1) = 16.8 cm
2r = 16.8 cm / (π - 1)
2r = 16.8 cm / (22/7 - 1)
2r = 7.84 cm

Circumference = 2r × π
= 7.84 cm × 22/7
= 24.64 cm

∴ Circumference of circle = 24.64 cm
