here is your answer

since a & b are the diameter of the circle so the centre should be the mid point of this .
let (x, y) be the coordinate of a then as discussed above
(2,-3) = (x+1)/2,(y+4)/2
x+1=4,y+4=-6
x=3,y=-10
hence the coordinate of a is(3,-10)
